CONCEPT
of the Forum “Russia – the Country of Sports” to be held in Saransk city in September 8-11, 2011 (the Republic of Mordovia)
Motto of Forum: “The physical education and sports is the way to the steady development of Russia”.
Target of the Forum: the reformation of the physical education and sports into the social and economic industry, stimulating intellectual and physical development of citizens, the creation of the advanced sports industry, the competitive recovery of Russian sports and its integration with global sport community.
The main subjects to be discussed at the Forum.
The physical education and sportis the most efficient way to the national profile and self-respect.
The main objectivesare as listed hereinafter: the acceleration of modernization pace in the physical education and sport industry applying the advanced technologies; the improvement of legislative framework; the better financing; the state and private sector partnership involving socially oriented and charity organizations; the higher profitability and usage of commercial potential of the physical education and sport following the standards fixed by leading countries of the Olympic movement; the realization of opportunities owing to the participation in the global sports life; the attraction of tourists to the Russian Federation; the creation of the modern, open and secure state image; the more efficient measures against violence and hooligans during the sports events; the modified approach to physical, sport and patriotic education of citizens, children and youth; the incentives stimulating citizens to regular physical exercises and sports activities as well as deliberate popularization of healthy lifestyle, moral values and views in the social environment that is essential for the physical education and sports; the involvement of RF population in sports life and formation of socially responsible citizens; the realization of policy aimed at the improvement of the physical education and sport till 2020; the experience of Russian federal subjects in implementation of programs aimed at the improvement of the physical education and sports.
Proper staff policyin the physical education and sports industry both in the Russian Federation and abroad; problems and development prospects
Principal objectives:
Review of Russian labor markets and educational services for personnel training in the physical education and sports industry; coverage of Russian and global trends in this industry in mass media; the advanced approach to sports education and popularization of modern Olympic trends in the Russian Federation; skill mastering and training of professionals in the physical education and sport industry on the basis of higher educational standards, the preparation and improvement of curriculum; the application of advanced international experience, new methods and technologies in training Russian specialists abroad and involvement of leading foreign experts in this process; more educational programs for training specialists in the physical education and sport industry and updating of educational programs for better training of specialists in this industry; the complete satisfaction of needs in jobs filling in the industry and competitive recovery at the education and labor-markets; the development of volunteer movement and its popularization among the population; the experience in the development of global innovational educational programs in the physical education and sport industry using the example of ANO and “International University Sports Federation” (FISU).
Hundred year Anniversary of Olympic movement in Russiaand innovative development of higher accomplishments in Sports (elite sports): domestic trends and the world experience.
Principal objectives:
The analysis of experience gained by leading countries in the Olympic movement in training athletes for Olympic Games and other top-level sports events; the potential application of such experience in the Russian Federation; better financial, material and technical support, including better informative, analytical, scientific, medical and biological base for reaching higher accomplishments in sport; the application of intra-training factors (training of athletes in the specific climatic environment, sports nutrition) to achieve better results and the optimization of Sports Reserves training; the analysis of experience of the Mordovian Republic in the development of basic Olympic sports disciplines and its application to Russian federal subjects; making elite sports more attractive for professionals; the reinforcement and expansion of international cooperation in anti doping struggle; master-classes and the demonstration of perspective designs and projects by domestic and foreign firms to develop elite sports; the festive and other events dedicated to Olympic movement anniversaries, celebrations in honor of athletes, coaches and sport veterans; better awareness of RF population about principles and values of Olympic movement and its mission in everyday life.
Sports and environment– a new territory for cooperation
Principal objectives:
The significance of the environmental protection and ecological stability in modern sports movement; the propaganda of responsible approach to the environment in the preparation and holding the sports competitions of any sports discipline; the coverage of possible risks and possibilities for the steady development of the physical education and sports; the improvement of ecological and sports legislative framework in the Russian Federation; the environmental awareness of the participants and spectators during the mass sports competitions, volunteers and tourists; the demonstration of the successful world experience; the readiness of organizers of XXII Winter Olympics and XI Winter Paralympics scheduled for 2014 in Sochi, XXVII Summer Universiade in Kazan in 2013 to implement the ecological programs, connected with the preparation, training and hosting these sports events on the basis of gained experience.
Thousand year Anniversary of Mordovian and Russian Peoples’ unification.
Principal objectives:
The Opening and Closing gala celebrations and other festivities dedicated to thousand year anniversary of Mordovian and Russian peoples’ unification; the cultural and intellectual togetherness; the better knowledge of historical and cultural traditions of peoples speaking Finno-Ugric languages; the development of national sports disciplines.
Business program of the Forum.
The opening ceremony of the Forum; two plenary meetings; workshops; scientific and practical conferences; “round tables”; exhibition “Sports in the arts”; II International Exhibition “Modern sports: Innovations and outlook” and other exhibitions and demonstrations that received the positive reviews after Kazan and Moscow Forums.
Social events at the Forum, international and Russian official sports events; III International sports movie festival; the photo-exhibition and the contest of best photos.
The signing of agreements, contracts with representatives of international sports organizations, state institutions and various RF regional and town top officials, regional committees of the physical education and sports, federations, heads of leading firms in sports industry, members of non-governmental organizations.
Awards ceremony for winners in different nominations for accomplishments in the physical education and sports events.
Consultations and master-classes for Sports and Training Community in Russia, etc. The closing ceremony of the Forum. The signing of final documents of the Forum; visits to sports facilities; the attendance of sports competition and other events; analysis of the experience gained in the Republic of Mordovia in the sphere of the physical education and health-improving sports. The cultural program: the official cultural and festive events dedicated to hundred year anniversary of Olympic movement in Russia and thousand year anniversary of the unification of Mordovian and Russian peoples; the attendance to cultural and festive events, historical sites and other sights of interest in the Republic of Mordovia.
The Forum will be organized and hosted by the Organizing Committee, Ministry of Sports, Tourism and Youth Policy of the Russian Federation, the Government of the Republic of Mordovia.
Working bodies: Temporary workgroups of Forum Organizing Committee; the workgroup of Ministry of Sports, Tourism and Youth Policy of the Russian Federation responsible for Forum organization and holding; headquarters of the Government of the Republic of Mordovia on the Forum preparation and hosting; the authorized organizer of the Forum.
Financing of the Forum:
The Forum will be financed off the Federal budget and budget of the Republic of Mordovia along with the charitable contributions and out-budget funds.
